JOBS ANNOUNCEMENT

Rwanda has committed itself to reaching very ambiotious targets in water supply and Sanitation, with the vision to attain 100% services coverage by 2020.

The Water and Sanitation Corporations WASAC LTD is the entity setup to manage the water and sanitation services in Rwanda as a resultat of the Gorverment (GoR) decision to unbundle the national utility former EWSA since 2014.

Therefore, WASAC LTD wishes to recruit qualified candindates to fill the Following vacancies:

 

1.   Standards and quality control specialist (1)

Direct Supervisor: Director of Water and Sanitation Development

a.      Duties and Responsibilities:

Ø  Develop and updates standards for water supply and Sanitation Infrastructures and services

Ø  Lead the development of design guidelines for water supply and sanitation infrastructures

Ø  Carry out coordination and inspections to ensure standardized services

Ø  Keeping up to date with changes in regulatory legislation and guidelines

Ø  Establish partnership with International and National Standards bodies to Facilitate the company acquires International-Certification

Ø  Liaise with partnering companies, contractors and consultant invole=ved in water supply and sanitation -companies to improve their quality control and standards related activities

Ø  Collect and disseminate standards required for WASAC to efficiently perform its operations for projects development, implementation and operations

Ø  Conduct period evaluation of compliance with standards within WASAC

Ø  Design and implement training program on issues of standards and quality compliance

Ø  Represent WASAC in forums concerned with standards and certification.

b.       Qualifications, skills and experience required:

Ø  Master’s degree or Bachelor\\\'s degree in Civil Engineering, Water Supply Engineering, or any other related field.

Ø  At least 2 years working experience for Master’s Degree holders and 5 years for BSc Degree experience in Quality Assurance/ Control Excellent planning and organizational skills;

Ø  Excellent written and oral communication skills in English; the knowledge of French is an added value

Ø  Capacity to work under pressure and meet the deadlines

Ø  Multi-tasking skills and the ability to balance multiple priorities and keep up with project scope changes.

Ø  Good presentation skills and ability to communicate with various audiences, including end users and managers.

2. Environmental specialist (1):

Direct supervisor: Director of Water and Sanitation Development

a.      Duties and Responsibilities:

Ø  Contribute to develop and implement strategic programs, goals and targets for the division within the framework of the WASAC mission and vision;

Ø  Carry out environmental surveys and assess Environment and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP)

Ø  Manage the expropriation process of People Affected by Projects;

Ø  Supervise work done by property valuers or contractors to ensure fair compensation prior to project commencement and in accordance with the applicable laws and procedures;

Ø  Document expropriation documents for all projects and Manage claims related to compensation for projects under WASAC or those handed over at a later stage when infrastructure are handed over to WASAC for operation;

Ø  Manage professional electronic archiving related to expropriation and environmental documents.

Ø  Actively interact with line ministries and relevant institutions and bodies dealing with environmental matters, such as REMA, MININFRA, KCC …

Ø  Provide regular activity reports to the direct supervisor;

Ø  Advise WASAC management on policies and measures aiming to improve the business environment complying with a sustainable and safe environment;

Ø  Maintaining an awareness of current environmental issues

Ø  Handle any other duties that may be assigned by the supervisor.

b.      Qualifications, skills and experience required:

Ø  A Master’s degree or Bachelor’s degree in Civil Engineering, Environmental Management, Environmental Chemistry, Water Resources and Environmental management or any other related field;

Ø  At least 3 years’ experience in environmental management or other related- discipline at a professional level;

Ø  Ability to work well with both internal and external partners and clients.

Ø  Good presentation skills and ability to communicate with various audiences, including end users and managers.

Ø  Capacity to work under pressure and meet the deadlines

Ø  Excellent communication in English and/or French

Ø  Computer literacy

3.   Research and Development Specialist (2):

Direct supervisor: Director of Water and Sanitation Development

a.      Duties and Responsibilities:

Ø  Develop ideas for water resources exploration, assessment & exploitation related technology development.

Ø  Propose technology development for improvement in water extraction techniques like improvements in hand pumps designs, solar pumps/ hydraulic rams etc.

Ø  Advise on improving energy efficiency for reducing O&M costs for projects using conventional power.

Ø  Guide in water scarcity reduction and related technology development like artificial recharge, control of salinity ingress etc.

Ø  Come up with solutions promoting improvements in distribution network of water supply projects for reducing water losses including unaccounted losses.

Ø  Propose technology for water quality enhancement and development of Water Quality kits.

Ø  Develop advise for appropriate sanitation technology particularly in the product/design, evacuation, decomposition and maintenance and construction with regard to leach pit technology or any improvement in existing installed septic tank technology and liquid waste management.

Ø  Take lead in studies, which include impact assessment studies, Initiation of impact studies of water and sanitation.

Ø  Generate new ideas for research & development and fix priority for R&D project and decide thrust areas.

Ø  Identify field problems from the user departments within WASAC.

Ø  Identify Institutions and researchers for specific R&D projects and invite them to submit proposals.

Ø  Help the identified researchers to formulate inter-sectorial and multidisciplinary research projects relevant to WASAC Mission & Vision.

Ø  Scrutinize and recommend individual research project proposals.

Ø  Review the progress of the ongoing projects and suggest midcourse correction, if any.

Ø  Establish the network of technical institutions to follow the guidelines issued by WASAC for effective implementation water supply and sanitation program.

b.      Professional Qualifications:

Ø  A Master’s degree or Bachelor’s degree in Civil Engineering, Environmental Chemistry, Water Resources and Environmental management or any other related field;

Ø  At least 3 years’ experience in R&D related work. It will be of greater value if the R&D work was especially done in water and/or sanitation sector.

Ø  A proven knowledge & skills in research methodology will be a plus.

Ø  Ability to work well with both internal and external clients.

Ø  Good presentation skills and ability to communicate with various audiences, including end users and managers.

Ø  Capacity to work under pressure and meet the deadlines

Ø  Excellent written and oral linguistic skills in English is a must

Ø  Computer literacy

 

WATER SUPPLY PLANNING UNIT

4. SENIOR WATER ENGINEER (1):

Direct supervisor: Head of Water Supply Planning

a.      Duties and Responsibilities:

Ø  Supervise feasibility studies to determine the priority utility infrastructural needs;

Ø  Control preliminary design and costing of the works to be carried out;

Ø  Provide direct and functional management of designated infrastructure sites and ensure delivery of maximum efficiency and effectiveness from the infrastructure and operations;

Ø  Control and own the maintenance of site master plans for all designated sites;

Ø  Implement the capital investment plan for designated sites;

Ø  Ensure that all fiscal and legal requirements are met at all designated sites and that all corporate policies are understood and implemented.

Ø  Participate in research on improvement of the utility’s services pertaining to improved equipment, new methods of construction etc.;

Ø  Ensure continuous monitoring and evaluation of all project activities,

Ø  Attend and represent the utility at various meetings;

b.      Qualification and experience required:

Ø  Master’s or Bachelor’ degree in Water Engineering; Water Supply Engineering, Civil Engineering, Hydraulic Engineering.

Ø  5 years working experience for Master’s Degree holders and 8 years for BSc Degree candidates respectively in project planning, supervision and construction works related to water treatment plants and water supply system.

Ø  Ability to work in a team and under minimum supervision

Ø  Have strong management and negotiation skills;

Ø  Computer literacy and familiarity with standard office computer applications;

Ø  Excellent interpersonal and communication skills;

5.  WATER SUPPLY ENGINEER (3):

Direct supervisor: Head of Water Supply Planning

a.      Duties and Responsibilities:

Ø  Design overall water supply schemes, such as structures, such as pumping stations, pipework and earthworks.

Ø  Prepare tender documents as a basis for construction review technical submissions.

Ø  Liaise with various bodies and individuals, including local authorities, government agencies, clients, contractors, residents, suppliers, technical experts and consultants.

Ø  Work collaboratively with other departments within WASAC and other stakeholders.

Ø  Support project managers and directors within and without the department and across the wider sector.

Ø  Present technical data or project results to both technical and non-technical stakeholders and colleagues.

Ø  Monitor the progress of projects from beginning to end - from the feasibility stage, to design through to construction and handover.

Ø  Administer contracts and ensure that work is completed to deadline

Ø  Supervise the operation and maintenance of water infrastructure

Ø  Use computer simulations to analyze, for example, potential dam failure

Ø  Devise flood defense strategies, perhaps including river and flood plain modelling, economic studies and consultation with affected people

Ø  Manage staff, including other engineers, technicians and site workers.

Ø  Maintain and expand the portfolio of clients, by developing professional relationships that lead to secure repeat business.

 

b. Qualification and experience required:

Ø  Hold a MSc. or B.Sc. in Civil Engineering, Water Supply/Hydraulics Engineering,. Candidates holding Master’s Degree will have an added advantage

Ø  Have 2 years’ experience for Master’s Degree holders and 5 years for BSc Degree candidates respectively in project planning, supervision and construction works related to water treatment plants and water supply system and in sanitation projects.

Ø  Ability to work in a team and under minimum supervision

Ø  Have strong leadership skills; Strong management and negotiation skills;

Ø  Computer literacy and familiarity with standard office computer applications;

Ø  Excellent interpersonal and communication skills;

6.  Sociologist officer (1):

Direct supervisor: Head of Water Supply Planning Unit

a.      Duties and Responsibilities:

Ø  Prepare publications and reports containing research findings.

Ø  Analyze and interpret data to increase the understanding of human social behavior.

Ø  Plan and conduct research to develop and test theories about societal issues related to water supply services.

Ø  Collect data about the attitudes, values, and behaviors of people in groups, using observation, interviews, and review of documents with regards to the Mission and Vision of WASAC.

Ø  Develop, implement, and evaluate methods of data collection, such as questionnaires or interviews.

Ø  Consult with and advise individuals such as engineers regarding social issues and policies, as well as the implications of research findings

Ø  Observe group interactions and role affiliations to collect data, identify problems, evaluate progress, and determine the need for additional change.

b.      Qualification and experience required

Ø  The applicant should hold at least a degree (Bachelor\\\'s or Masters) from a reputable institution with major coursework in sociology, social studies or any other related fields.

Ø  At least 3 years of professional experience in similar positions for Bachelor’s degree holders and 1 for Master’s degree holders.

Ø  Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas

Ø  Computer literacy and familiarity with standard office computer applications.

Ø  Proficiency in statistical software packages such SPSS.

7. GIS- Engineers (2):

Direct supervisor: Head of Water Supply Planning Unit

a.      Duties and Responsibilities:

Ø  Carry out field surveys to collect geo-spatial data using handheld global positioning system units. (GPS)

Ø  Perform GIS data quality control, including reviewing data for completeness and accuracy; identifying and correcting errors or omissions in the data.

Ø  Gather, analyze and integrate spatial data and determine how best the information can be displayed using GIS.

Ø  Compile geographic data from a variety of sources including censuses, field observations, satellite imagery, aerial photo graphs and existing maps.

Ø  Perform data reconciliation and validation on large GIS datasets from multiple sources in compliance with Program GIS standards and specifications.

Ø  Manipulate and interpret raster datasets such digital elevation models, ortho-photographs and use the information to produce maps.

Ø  Edit and maintain geospatial data, complete analysis using standard methods and tools, and produce cartographic mapping products (layouts, views, maps, graphs, mapping figures and reports).

Ø  Enter new map data through use of a digitizer or by direct input of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography, and map scales.

Ø  Maintain expertise in existing and emerging GIS-related software and technologies and evaluate their applications.

Ø  Develop and sustain relationships with relevant stakeholders including local government and ministries, donors, NGOs and other agencies in Rwanda;

b.      Qualification and experience required:

Ø  A degree (Bachelor’s or Masters) from a reputable university with major coursework in Land Survey, Geomatics engineering, Geo-spatial engineering, Geo-informatics, Geography, , Cartography/Mapping, Geo-information Science, Urban Planning or any closely related field.

Ø  At least 3 years of proven experience in similar positions for Bachelor’s degree holders and 1 year for Master’s degree holders.

Ø  Proficiency in GIS and Mapping software packages such as ArcGIS, QGIS, Google Earth etc.

Ø  Working knowledge of Engineering design software packages such as AutoCAD, Covadis.

Ø  Experience with Global Positioning Systems instruments (GPS, DGPS).

Ø  The ability to convey GIS/spatial information to non-GIS/technical people.

Ø  Ability to work in a team and under minimum or no supervision.

8. Sanitation senior engineer (1)

12. Topographic surveyor (1):

Direct supervisor: Head of sanitation Planning Unit

a.      Duties and Responsibilities:

Ø  Operate surveying instruments to perform topographic surveys (measurements, stake out, etc.) for large scale projects. (GPS, DGPS, Total Station etc.)

Ø  Record the results of surveys and verify the accuracy of survey data, including measurements and calculations conducted at survey sites;

Ø  Perform topographic computations as per survey requirement and maintain records of all topographical data from various surveys.

Ø  Produce area and profile maps and reports.

Ø  Work with engineers to supervise and monitor construction projects;

 

b. Qualification and experience required:

Ø  An Advanced diploma (A1) or a Bachelor’s degree from a reputable institution with major coursework in Surveying, Geomatics engineering, Land Survey, Topographic Surveying, or Engineering Surveying.

Ø  At least 3 years of proven field experience performing topographic surveys for large scale projects for Advanced diploma holders and 1 years for Bachelor’s degree holders.

Ø  Familiarity with surveying instruments including but not limited to: Total Station, DGPS and GPS.

Ø  Proficiency in Engineering design software packages such as AutoCAD, Covadis,

Ø  Good self-organizational skills, attention to detail, ability to work neatly and accurately.

Ø  Willingness to work in the field in remote and harsh environment;

Ø  Ability to work independently and as part of a team;

Ø  Ability to work under time pressure.

Ø  The candidate should be ideally bilingual with a strong command in either English or French.

INVESTMENTS & RESOURCES:

 

13. Financial analyst (1):

Direct supervisor: Head of Investment & Resource

a.      Duties and Responsibilities:

Ø  Build and analyze \\\'financial models for WASAC\\\'s investment transactions, including to determine viability of different business models and/or company valuations

Ø  Provide advice to the Head of Investment &Resource Unit on issues relating to investment appraisal, project viability, projects risks, investment structuring and company valuation

Ø  Help WASAC’s negotiation teams develop the appropriate negotiation strategy with private investors.

Ø  Where appropriate, coach non-financial staff within the team on key financial issues.

Ø  Where appropriate, train more junior financial staff on financial modeling and financial analysis.

Ø  Provide regular reports as per WASAC requirements.

b.      Qualification and experience required:

Ø  A relevant degree in Business Administration, Finance, or Economics, preferably at the Masters level. Professional certification is an added advantage

Ø  Three years of relevant professional experience related to finance and investment. Specialization in Corporate Finance, Project Finance or PPPs highly desirable

Ø  Excellent financial analysis and modeling skills with respect to medium to large private, and/or public-private investments

Ø  Investment negotiation experience highly desirable

Ø  Excellent written and oral communication skills in English; the knowledge of. French is an added value,

Ø  Capacity to work under pressure and meet the deadlines.

 

14. Economist (1):

Direct supervisor: Head of Investment &Resource

a.      Duties and responsibilities:

Ø  Advice to WASAC management on economic and development issues.

Ø  Carry out for different groups of consumers, the load survey of medium and long term Water demand forecast;

Ø  Provide planning and investment decision expertise to help the Utility make complex water and sanitation asset decisions while reducing potential risks;

Ø  Participate in elaboration of Capital and Operating budgeting;

Ø  Advise on advantageous sources and schemes of projects funding;

Ø  Advise WASAC management to ensure Key Performance Indicator (KPI’s) targets are clear, realistic and evaluate through to ensure they are met.

Ø  Assess water production, transmission and distribution operating costs and advise on cost reflective tariff;

b.      Qualification and experience required:

Ø  Master’s or Bachelor’s Degree in Economics.

Ø  At least 3 years of relevant experience

Ø  Extensive experience in in design, monitoring and evaluation of development projects

Ø  Experience in the usage of computers and office software packages,

Ø  Experience in handling of web-based management systems and advanced programmes for statistical analysis of data.

Ø  Good experience in making assessments and statistics for project planning purposes;

Ø  Good skills in compiling professional reports.

 

PROJECT FINANCE MANAGEMENT UNIT:

15. Accountant (1)

Direct supervisor: Head of project Finance Management

a.      Duties and Responsibilities:

Ø  Support project planning, execution and reporting;

Ø  Conduct a risk assessment to ensure all aims of the project are achieved;

Ø  Manage all accounting, costing and billing of projects and ensure all aspects of financial accounting and reporting are in compliance with generally accepted accounting principles;

Ø  Maintaining proper financial records and files, monitor contractors to ensure guidelines are maintained and financial decisions are in compliance with appropriate regulations and policies;

Ø  Track project costs and ensure they are within budget;

Ø  Perform financial reviews of existing projects;

Ø  Prepare and report on all accounting and financial reporting required for each project site,

Ø  Preparing and maintaining updated ledgers and inventories of supplies and non-expendable property, monitoring and analyzing project expenditures with respect to approved budgets and work-plans.

b. Qualification and experience required:

Ø  Hold a Masters or Bachelor degree in Accounting, Finance, Commerce, Business administration or related fields.

Ø  Have at least 3 years of project financial management experience;

Ø  Having professional accountancy qualifications (CPA, ACCA…) is an asset.

Ø  Computer literacy and familiarity with standard office computer applications;

Ø  Excellent interpersonal and communication skills;

Ø  Ability to work under pressure and meet deadlines.

Ø  Proven spreadsheet (Excel), typing, word-processing, e.t.c.

Ø  Knowledge of modern accounting software is an added advantage.

Ø  Be bilingual with a strong command in either of the languages (English or French)
