Rwanda has committed itself to reaching very ambiotious targets in water supply and Sanitation, with the vision to attain 100% services coverage by 2020.

The Water and Sanitation Corporations WASAC LTD is the entity setup to manage the water and sanitation services in Rwanda as a resultat of the Gorverment (GoR) decision to unbundle the national utility former EWSA since 2014.

Therefore, WASAC LTD wishes to recruit qualified candindates to fill the Following vacancies:

 

1.    ADMINISTRATIVE ASSISTANT(1)

Direct supervisor: SPIU Coordinator 

A.  Qualification and experience required

·         Have A0 degree with additional qualification in Office management, Secretariat studies, Public administration will be a plus

·         2 years of similar working experience

·         Knowledge of office management systems and procedures

·         Excellent time management skills and ability to prioritize

·         Attention to detail and problem solving skills

·         Strong organizational skills with the ability to multi-task

·         Have excellent oral and written communication skills

·         Proficiency in MS Office (MS Excel, MS Power Point..)

·         Working knowledge of office equipment

 

B.  Responsibilities 

Ø  Providing support to the coordinator and other managers and employees

Ø  Assist in daily office needs and managing general administrative activities

Ø  Preparing reports and maintaining appropriate filling systems

Ø  Order office supplies

Ø  Organizing and scheduling appointments

Ø  Planning meetings and taking detailed minutes

Ø  Provide general support to visitors

Ø  Liaise with executive and senior administrative assistants to handle requests and queries from senior managers

Ø  Develop, manage and participate in various programs located in the Coordinator’s office;

Ø  Provide exceptional administrative staff assistance to the Coordinator;

Ø  Compile materials and assist in the preparation of reports, manuals and publications;

Ø  Direct basic office management functions which may include supervision of others; coordinate data processing needs;

Ø  May perform highly responsible secretarial duties for assigned management including maintaining calendars, responding to correspondence, scheduling meetings, typing reports and letters, and answering phones;

Ø  Coordinate activities with and provide information to outside contractors and service suppliers; Respond to complaints and requests for information from the public and department staff; and Perform related duties as assigned. 

2.   PROGRAM MANAGER - SANITATION PROJECTS (1)

Direct supervisor: SPIU Coordinator

A.       Qualification and experience required

·         Master’s degree in Sanitation Engineering; Water Engineering; or any other related field

·         Qualified civil engineer or related field, having an MBA is advantageous. 

·         Have at least 10 years’ experience with at least 6 years of increasing responsibility in engineering, planning or management. 

·         Have Strong leadership skills; Strong management and negotiation skills;

·         Computer literacy and familiarity with standard office computer applications;

·         Excellent interpersonal and communication skills;

·         Ability to work under pressure and meet deadlines;

·         Financial management skills. 

·         Be bilingual with a strong command in either of the languages (English or French)

 

B. Responsibilities:

Ø  Develop and implement sanitation project goals, objectives, policies and procedures;

Ø  Represent the WASAC, as directed, in negotiations, dealing with project issues;

Ø  continually assess various proposals and policy/legislative trends affecting WATSAN projects;

Ø  advise the Coordinator and management regarding policy development and implementation relative to achieving the utility mission;

Ø  manage the end-to-end the project processes from feasibility studies, contracting, execution, monitoring and evaluation; 

Ø  Have a deep knowledge of practices of sanitation project management, and implementation, including an understanding of technical issues; procurement and contracting practices; as well environmental impact assessment and related regulatory processes.

Ø  Manage (approve and/or accept) technical reports, designs and the completion of projects;

Ø  Prepare complex technical and administrative reports and documents; prepare written correspondence; and perform related duties as assigned.

Ø  organize, direct and implement complex projects including public outreach activities and interaction with a wide range of stakeholders,

Ø  prepare and administer a budget; on a continuous basis, analyze budget and technical reports;

Ø  interpret and evaluate staff reports; know laws, regulations and codes pertaining to the special projects;

Ø  Observe performance and evaluate staff; problems solve department related issues; implement personnel rules; and explain and interpret policy; supervise, train and evaluate personnel.

4.    RESOURCE MOBILIZATION OFFICER(1)

Direct supervisor: SPIU Coordinator

A.       Qualification and experience required

·         Graduate in economics, finance or related field with an MBA

·         Have at least 5 years utility or related experience with 3 years of increasing responsibility in resource mobilization and infrastructure funding. 

·         Have Strong leadership skills; Strong management and negotiation skills;

·         Computer literacy and familiarity with standard office computer applications;

·         Excellent interpersonal and communication skills; Ability to work under pressure and meet deadlines; and financial management skills

·         Be bilingual with a strong command in either of the languages (English or French)

 

B.   Responsibilities:

Ø  Develop and optimize funding plans for water and sanitation projects;

Ø  establish a tracking mechanism to map and monitor funding opportunities;

Ø  map and update funding and investment needs (gaps);

Ø  develop and execute investment roadshows;

Ø  maintain and grow beneficial stakeholder relationship to translate goodwill into funding commitments;

Ø  Collect information, market research and analysis of trends, including potential new sources of funding

 

5.    FINANCIAL SPECIALIST(1)

Direct supervisor: SPIU Coordinator

A.       Qualification and experience required

·         Be a graduate in finance or related field with an appropriate IFAC designation;

·         Have at least 5 years of project financial management experience;

·         Have Strong leadership skills; Strong management and negotiation skills;

·         Computer literacy and familiarity with standard office computer applications;

·         Excellent interpersonal and communication skills;

·         Ability to work under pressure and meet deadlines; 

·         Ideally being bilingual with a strong command in either of the languages (English or French)

 

B.  Responsibilities:

Ø  Support project planning, execution and reporting;

Ø  Development program schedules;

Ø  conduct a risk assessment to ensure all aims of the project are achieved;

Ø  manage all accounting, costing and billing of projects

Ø  ensure all aspects of financial accounting and reporting are in compliance with generally accepted accounting principles;

Ø  monitor contractors to ensure guidelines are maintained and financial decisions are in compliance with appropriate regulations and policies;

Ø  track project costs and ensure they are within budget;

Ø  Support operations management in the preparation of annual project-site profit plans, budgets and forecasting;

Ø  Perform financial reviews of existing projects; prepare and report on all accounting and financial reporting required for each project site

 

6.    M&E SPECIALIST(2)

Direct supervisor: SPIU Coordinator

A.       Qualification and experience required

·         Master’s degree in Public Administration or other relevant field

·         5 years working experience in Projects Monitoring and Evaluation

·         Demonstrated skills in developing and managing performance management plans for government-funded projects, AfDB-funded projects and other projects funded by international organizations or banks.

·         Excellent organizational, analytical, oral and written communications skills

·         Be bilingual with a strong command in either of the languages (English or French)

 

Responsibilities

Ø  Refine and implement the overall project M&E plan

Ø  Lead adaptive management efforts to ensure continuous program quality

Ø  Oversee rollout of performance measurement and evaluation methodology in order to document, measure, and share partnership contributions toward project’ accomplishment

Ø  Design process and outcome evaluations that include key questions, data collection, data quality assurance, data analysis, and reporting plans

Ø  Ensure that projects/program M&E plans systematically document and assess project results, including demonstrated benefit to public and private stakeholders and target beneficiaries, and evidence for sustainability

Ø  Manage real-time results reporting;

Ø  Contribute to the preparation of interim, quarterly, and annual reports and other project documents and ensure timely submission

Ø  Provide knowledge management and learning strategies to establish knowledge sharing and learning around result

Ø  Provide technical assistance on all evaluation activities to ensure sound design and implementation

Ø  Work with project management team to identify implementation challenges, capacity-building needs, and any other risks and issues as they emerge

Ø  Ensure that M&E mechanisms are in place to gather evidence of project contributions to the company’ goals

Ø  Prepare specialized presentations as requested by the Coordinator

 

7.    SECTOR SPECIALIST - WATER ENGINEER(2)

Direct supervisor: Program Manager

A.     Qualification and experience required

·         Master’s or Bachelor’ degree in Water Engineering; Water Supply Engineering, Civil Engineering, Hydraulic Engineering

·         5 years working experience for Master’s Degree holders and 8 years for BSc Degree candidates respectively in project planning, supervision and construction works related to water treatment plants and water supply system

·         Ability to work in a team and under minimum supervision

·         Have strong management and negotiation skills;

·         Computer literacy and familiarity with standard office computer applications;

·         Excellent interpersonal and communication skills;

·         Ability to work under pressure and meet deadlines;

·         Be bilingual with a strong command in either of the languages (English or French)

 

B.     Responsibilities:

Ø  Supervise feasibility studies to determine the priority utility infrastructural needs;

Ø  Control preliminary design and costing of the works to be carried out;

Ø  Provide direct and functional management of designated infrastructure sites and ensure delivery of maximum efficiency and effectiveness from the infrastructure and operations;

Ø  control and own the maintenance of site master plans for all designated sites;

Ø  implement the capital investment plan for designated sites;

Ø  Ensure that all fiscal and legal requirements are met at all designated sites and that all corporate policies are understood and implemented. 

Ø  participate in research on improvement of the utility’s services pertaining to improved equipment, new methods of construction etc.;

Ø  ensure continuous monitoring and evaluation of all project activities,

Ø  attend and represent the utility at various meetings;

 

8.    SECTOR SPECIALIST - SANITATION ENGINEER(2)

A.     Qualification and experience required

·    Hold a MSc. or B.Sc. in Sanitation Engineering, Civil Engineering, Water Supply/Hydraulics Engineering, and Environmental Management with emphasis on sanitation. Candidates holding Master’s Degree will have an added advantage.

·         Have at least 5 years’ experience for Master’s Degree holders and 8 years for BSc Degree candidates respectively in project planning, supervision and construction works related to water and sanitation treatment plants and in sanitation projects.

·         Ability to work in a team and under minimum supervision.

·         Have strong leadership skills; Strong management and negotiation skills;

·         Computer literacy and familiarity with standard office computer applications;

·         Excellent interpersonal and communication skills;

·         Ability to work under pressure and meet deadlines;

·         Be bilingual with a strong command in either of the languages (English or French)

A.     Qualification and experience required

·         Have an advanced degree (Master’s Degree or equivalent) in business administration, public administration, commerce, engineering, law or other relevant discipline, or equivalent combination of education and experience.  A recognized qualification in procurement is preferable. 

·         Have a minimum of 4 years of progressively responsible professional experience in high-volume and complex procurement operations.  Experience in developing and disseminating best practice is an added advantage. 

·         Be proficient in procurement computer systems, MS applications and be familiar with database management systems

 

B.     Responsibilities:

Ø  Develop and manage the procurement activities – procuring a broad range of services,

Ø  advise peer managers on the full range of procurement issues, providing guidance and support at all stages of the procurement cycle;

Ø  ensure procurement plans are in place in advance of the procurement cycle and ensure that the plans are properly laid out in order to carry out successful procurement activities in a timely and efficient manner according to all financial and procurement guidelines;

Ø  develop and disseminate best practices,

Ø  lead and direct a procurement work team; coach, and mentor;

Ø  analyze unusually complex and/or critical procurement proposals of significant financial or operational impact,

Ø  determine appropriate strategy/approach to best serve institutional interests, and ensure implementation, including the authorization of exceptions to established rules, practices and procedures, as necessary;

Ø  manage and conduct planning, solicitation, negotiation, and, if necessary, termination of contractual and procurement action; authorize up to approved limit, or recommend authorization of procurement contracts;

Ø  develop and recommend strategy for the effective implementation of procurement policies and reforms;

Ø  produce monthly, quarterly and other adhoc procurement reports to guide stakeholder action;

Ø  carry out any other procurement related tasks that may be assigned by the coordinator and other senior management, or other individuals with the delegated authority of the institution;

A.     Qualification and experience required

·         Hold a MSc. or B.Sc. in Sanitation Engineering, Civil Engineering, Water Supply/Hydraulics Engineering, and Environmental Management with emphasis on sanitation.

·         Have at least 3 years’ experience for Master’s Degree holders and 5 years for BSc Degree candidates respectively in project planning, supervision and construction works related to water and sanitation treatment plants and in sanitation projects.

·         Ability to work in a team and under minimum supervision.

·         Have strong leadership skills; Strong management and negotiation skills;

·         Computer literacy and familiarity with standard office computer applications;

Ø  inspect consumer installations and advise on requirements for effective sewerage connections to address needs of the people;

 

13.  Accountant( 2)

Direct supervisor: Financial Specialist

A.     Qualification and experience required

·         Hold a Masters or Bachelor degree in Accounting, Finance, Commerce, Business administration or related fields

·         Have at least 3 years of project financial management experience;

·         Having professional accountancy qualifications (CPA, ACCA…) is an asset

·         Computer literacy and familiarity with standard office computer applications;

·         Excellent interpersonal and communication skills;

·         Ability to work under pressure and meet deadlines

·         Proven spreadsheet (Excel), typing, word-processing, e.t.c.

·         Knowledge of modern accounting software is an added advantage

·         Be bilingual with a strong command in either of the languages (English or French)

 

B.     Responsibilities:

Ø  Support project planning, execution and reporting;

Ø  conduct a risk assessment to ensure all aims of the project are achieved;

Ø  Maintaining proper financial records and files, monitor contractors to ensure guidelines are maintained and financial decisions are in compliance with appropriate regulations and policies;

Ø  preparing and maintaining updated ledgers and inventories of supplies and non-expendable property, monitoring and analyzing project expenditures with respect to approved budgets  and work-plans
