She joined the Executive management of WASAC in April 2017 as the Deputy Chief Executive Officer. Prior to that, served as the Chairperson of the Board of Directors of WASAC since July 2014 and worked as Research Officer in Rwanda Environment Management Authority since January 2011.
She holds a Master’s degree in Water Resources Engineering Management from Heriot Watt University (Edinburgh/Scotland) and a Bachelor of Science in Biology from the National University of Rwanda. Her work experience is in Environment and Natural/Water Resources management and water utility services. She also teased a bit the teaching profession for two years at the former Kigali Institute of Science and Technology as an Assistant Lecturer in the Biology Department – Faculty of Sciences. She is married and a proud mom of 5 year old son.
He is a Project Management and an e-Governance professional, joined WASAC in March 2016 to head the Department of Support Services. He joined WASAC with vast experience and expertise in various fields; worked as an independent consultant for 6 years with various organizations, including Meteo Rwanda, WDA and World Bank, mainly in advisory, monitoring and evaluations of project implementation.
Before, he worked with RURA for four years as head of Universal Access and later as Executive Secretary of Independent Regulatory Board. Before joining RURA, he worked with Rwandatel S.A for a period of 7 years as Commercial Director until it was privatized. He holds a B.A. Economics (MUK) Uganda 1998, and an Executive Master’s degree in e-Gov, (EPFL) Switzerland 2009, MBA in Project Planning & Management(SFB/MSM) 2007. He also has certificates of training in various disciplines: Cost- Benefit analysis (IP3) Washington 2010, Research Advocacy and e-Governance (Waseda University) Japan 2008, Public Procurement, Tendering and Contract Management (RIAM) 2004, an Interconnection Cost Analysis- Regulatory Master Class- UK (2004) among others.
He is married with three children, a holder of a Master’s degree in Business Administration (MBA) from University of KWAZULU NATALU- South Africa, Master’s degree in Intellectual Property Law (LLM) from TURIN University of Law (ITALY) and Bachelor’s degree in Management (UNR). He has got over 20 years extensive experience in leadership and Management. He joined WASAC in February 2018 as Director of Commercial Services. Prior to Joining WASAC, He worked with different institutions in Senior Management positions.
He worked with City of Kigali and its districts as an expert coach in local Government organizational performance improvement focused on Resource Generation and Public Financial Management for two years. He has vast experience of more than six years in Project and program Coordination management for international funded organizations: ONE UN, BTC, GIZ and KOICA. James worked also as Chief Finance Officer for Rwandair Express for two years; He worked also as a full time Lecturer in the former National University of Rwanda for four years.
He has been serving WASAC since 2018 as the Director of Rural Water services. Prior to these responsibilities, he practiced the Engineering Profession through various sectors including Education mostly in Establishment and leadership of vocational training centers. He worked on various water supply and irrigation projects for more than 6 Years, as an Engineer and Technical Director in both Rwanda and China.
He holds a Master’s degree in Hydrology and Water Resources Engineering and is motivated to write and publish articles related to water supply and Infrastructure sustainability. He has so far published 7 scientific papers and has been a presenter and instructor on various conference occasions. He is keen to tirelessly contribute to the development of water supply and sanitation sector in Rwanda.
Mr. Methode is an Engineer by profession with more than 20years of experience in Water and Energy sector, Mr. Methode Joined WASAC in 2015 as the Director of Urban Water and Sewerage Services; Prior to that he served on various senior positions in former EWSA and ELECTROGAZ from 1997-2014.
He holds an International Executive Advanced Masters in Water and Sanitation Management from Institute of science, the living and environmental Industries AgroParisTech, in Montpellier France, 2012. Bachelor’s degree in Electro-Mechanical Engineering, in Faculties of Applied Sciences in BUJUMBURA "I.T.S. in 1988; He has attended various workshops, seminars, and field training.
She is a motivated, result-driven professional with post graduate qualifications. An achiever with strong analytical, team leading and Organisational skills, High level of integrity and a effective communicator
She holds a Bachelor’s degree in Law (LLB) from the National University of Rwanda with a Master's degree in Business Administration (MBA) from the University of Atlanta in the USA, she also holds a post-graduate diploma in legal practice from the Institute of Legal Practice and Development. She currently holds a Senior Managerial position in Water and Sanitation Corporation (WASAC Ltd) as the Company Secretary for the last 6 years
He is a Project Planning and Management Expert by education and profession. He joined WASAC in November 2019 as SPIU Coordinator. Prior to that, he worked with Rwanda Water and Forestry Authority as SPIU Co-ordinator for 5years. He also served as a Lecturer in different Universities in Rwanda for 4years. Mr. Xavier Rwibasira has also a significant professional background in the Rwandan Banking Sector for 4years.
He holds a Master’s degree in Project Planning and Management and a Bachelor’s degree in Management. He has a professional certificate on ‘Formulating Proposals for Low Carbon Climate Resilient Development Projects from the University of Twente (The Netherlands). He worked with Nile Basin Initiative to assist the Rwandan Government to enhance projects preparation and financing for climate resilient and water security projects.
He has been serving as Acting Director of Water and Sanitation Development Directorate in WASAC since June 2021. He joined the organization in 2008 and has occupied different positions such as Planning Engineer till 2015 and Manager of Utility Planning Manager till 2018. He has also acted as Coordinator of Single Project Implementation Unity from 2018 to 2019 and Manager of Water and Sanitation Infrastructure Planning from 2019 to 2021.
Prior to joining WASAC, he worked briefly in private sector and then in the Academic field as Tutorial Assistant in the Department of Civil Engineering and Environmental Technology University of Rwanda (former KIST).
He is a Civil Engineer by profession specialized in water and sanitation infrastructure development and management. He holds a Master of Philosophy Degree in Infrastructure Management obtained from Yokohama National University in Japan in 2015 and a Bachelor of Science Degree in Civil Engineering and Environmental Technology obtained from Kigali Institute of Science and Technology – KIST in 2008.
He has wide experience in water supply and sanitation projects development and management and utility operations. He is very conversant in preparation of project proposals and dealing with international donors and non-governmental organizations, and possess experience in leading projects.
