Dr. Asaph Kabaasha
Chief Executive Officer - WASAC Group
Dr. Asaph Kabaasha is a water engineer with over 18 years of professional experience in the water and sanitation sector. He holds a PhD in Civil Engineering from the University of Cape Town, with research focused on leakage modelling in water distribution networks. His academic background also includes a double master’s degree in Municipal Water and Infrastructure (UNESCO-IHE, Netherlands) and Urban Water Engineering and Management (AIT, Thailand), along with a bachelor’s degree in Civil and Environmental Engineering from KIST in Rwanda.
Before assuming the role of CEO at WASAC Group, Dr. Kabaasha served as Project Manager at VEI B.V., where he led major international water projects in collaboration with partners such as USAID, UNICEF, WaterAid, and Water for People. His earlier roles include Head of Water Utility Planning and Head of Water Network Management at former EWSA (now WASAC Group), as well as technical leadership positions in project design and operations. He also served as a post-doctoral researcher at the University of Cape Town.
In addition to his technical and managerial experience, Dr. Kabaasha served as a Board Member of the Rwanda Water Resources Board from 2020 to 2025, contributing to national water governance and policy development. He brings to WASAC Group a strong blend of academic excellence, strategic leadership, and a deep commitment to advancing sustainable and climate-resilient water services in Rwanda.
BAHIGE Jean Berchmans
Acting Managing Director – WASAC Utility
BAHIGE Jean Berchmans is a seasoned water and sanitation expert with more than 20 years of experience in the sector. He holds a Master’s degree in Water and Sanitation Management from AgroParisTech, France, and a Bachelor’s degree in Business Management from the Independent University of Kigali (ULK). He is also a certified Project Management Professional (PMP) and an active member of the International Water Association (IWA).
Before his appointment as Acting Managing Director at WASAC Utility, he held several senior leadership positions within the former WASAC, including Director of Commercial Services, Non-Revenue Water Manager, Branch Manager and Internal Auditor. Throughout his career, he has led key initiatives in water utility management, non-revenue water reduction, and water and sanitation project implementation. His work is dedicated to enhancing operational efficiency, improving service quality and promoting sustainable water and sanitation solutions across Rwanda.
